The Titles Specialist is located in the Café (Second Sea). The player needs to head to the left side and pick up the silver chest in order to reveal the basement. They can then climb down the ladder and the Titles Specialist will be directly in front of them.
Similarly, in the Third Sea, the Titles Specialist is located on the right side of the Mansion after entering via the front entrance.
