Norp is an NPC that can be found in The Café or the Mansion (Third Sea). In exchange for 
3000, he will change your race randomly.
The races you can get from him are: Human, Skypian, Fishman, and Mink.
If you buy the race reroll, you will get a random race except for Ghoul and Cyborg which can only be obtained through certain quests.
If you do not meet his requirement of 3000, he will say "I'm busy right now."
