The Experienced Captain is a Misc NPC located in Middle Town in the Old World and at the docks in the New World.
To talk to him you need to be lvl 700 + and have completed the Military Detective's quest.
If you don't have lvl 700+ and haven't completed the Military Detective's quest, it will say "Keep it moving".
After completing the Military Detective's mission, he can teleport you to and back the Second Sea.
This NPC is also located in New World, and serves the same purpose.
