Miscellaneous NPCs are interactable and give out quests for certain rewards. These quests usually involve PVP and PVE, which usually takes time.  These rewards can be accessories, switchable abilities, permanent abilities, fruits, cash, and fragments. 
Miscellaneous NPCs are also able to take you into a certain place with a requirement. These requirements can be a hassle to complete if you are unlucky, especially because they include loot drops at a specific part of their questline (Ex: Hallow Essence for Yama's 3rd scroll, Fear the reaper). 
They are capable of giving you the option to change your abilities and looks.
