Maybe anti running system should be like: The more you are far away from the other upon escaping the battle radius, the more you get slowed down
PvP: Yes
V4: Like when you deal dmg or get hit by a Transformed Beast, v4 still has its true power. But when you deals dmg or get hit by normal/lower bounty player, v4 got nerfed to balance it.
Strengthening: Have you ever played RPG type games? You know that they have a lot of ways to strengthen yourself, which is crazy.
Grinding: Yes
PvP: Reducing damage if you don't want to be cooked by a better player/higher bounty player with a braindead one shot combo.
Teamer-counter: Just work like JJS but need modifications
V4: Already explained. Re-read for better understanding
Transformation: Yes
More strengthening: Yes, but it would lack the ways to become stronger.

Blox Fruits is slowly losing their crown as "The Most Popular Game on Roblox". Grow A Garden and other games are dominating this platform, which is very bad. So how can the devs fix it? Here's some ideas that may work. (or not)
Reminder: Some of the ideas below may not fit your opinion but please read this post with respect. Dear.
For the first one, let's talking about... Grinding.
Grinding is the worst part of the game, when new players (or even experienced players) start to lose interest. For now, you just go around, kill NPCs, then barely gain a level. That sounds very boring! At least these ideas can fix it somehow:
Bossfights really need an upgrade. As you guys know, RPG games, some of the best ones mostly focuses on the Bossfights. So what if Blox Fruits does that too? Adds more bosses, reduces bosses respawn time, and makes bossfight requires more skills, not just an NPC but having more HP and some outdated moves.
Quests are too simple and boring. RPG games shouldn't focus on only grinding NPCs, they should give more ways to gain EXP. Mostly like daily quests, weekly quests, monthly quests, special quests, race-specific/subclass-specific quests. Makes each quest grant players some unique items/weapons/currency, so players won't feel unrewarded when completing those quests.
RPG games should focus on exploring. What if Blox Fruits makes their game more explorable? Yes, adds more unique items which can only be found upon exploring around the sea. I am not talking about fruits/sea events/aura color dealer/berries. Fruits are highly depending on luck. Sea events only make sea better. Aura color dealer and berries are not rewarding enough. It's just some color that needed to be crafted with berries and recipes (only 3 Legendary Colors which is the requirement to spawn Rip_Indra are good, the others are just visually good.)
Adds lore into the quests. Players like to be a hero, to be an important person. Adding something like "The bandits are destroying our village!! Please help us by defeating them!!". This gives players more motivation, and start acting like "a hero", kinda childish (just kidding).
Next one, how about PvP?
The best mechanic in Blox Fruits, once making it the most popular game on Roblox. The feeling Blox Fruits gives us while fighting, it's better than any other games. It's unpredictable, intense, too many combos, too many ways to deal damage. But the thing is, Blox Fruits PvP mechanic currently has been destroyed by braindead one shot combos or Transformation Fruits. Here's some solutions:
Reduces damage of the moves. One shot combos are destroying the game. I don't care if there's someone saying that "You're just complaining about one shot combos because you're bad!!". Look at The Strongest Battlegrounds, they have combos too. But their combos require more skills than Blox Fruits' combos, they can be escaped easily as long as you have ragdoll cancel, and damage of the moves is not broken like Blox Fruits' moves. Reducing damage of the moves makes combos less punishing, but it makes PvP more fun and intense. Yes, "Intense". Imagine you take a full combo but not dead yet and having your HP super low, your heart is beating really fast. Can you feel it?
Adds Teammer-counter mechanic. If a small game like Jujutsu Shenanigans could do it, why a massive game like Blox Fruits can't? For example, if two moves hit you at the same time, those two moves are registered as two different people hit you. If two or more people hit you at the same time or in a specific time, makes the hit taken player immortal for 1 seconds, heals them by 20% max HP.
Adds Runner-counter mechanic. Imagine you fight another player, they're low but you miss your finisher move, they start running away with Portal, Godhuman, CDK, and Rabbit race. Makes a specific radius of a fight, if the runner goes too far away from the other player, they are killed, and the other one still get bounty.
Adds Second Chance mechanic. RPG games have a really familiar yet unique mechanic called "Second Chance". Basically, it makes you stay alive at 1 HP and grants you immortality for 0.5 seconds upon taking lethal damage. Not new but not bad.
V4 Races need to be nerfed. Unique, but too powerful. This feels like "Whoever presses v4 first win". Nerfs the effects of v4 in PvP, maybe they can keep their true power against powerful Transformation Fruits like Dragon, Yeti, etc. But against normal players, they should be weakened, especially against lower bounty players.
Transformed Forms need to be nerfed. Yes, they're expensive, they should be this strong, that strong, but I am not talking about it. I'm talking about how Transformed Forms buff the power insanely. Just make it risky. Transformed Forms deals more damage, but longer cooldowns, more tanky, but slower movement speed, or vice versa.
Adds more ways to strengthen. Not just fruits, melees, swords, races, guns, or enchantments. We need more! An RPG game needs several ways for players to improve their strength. Ruin stones (a popular mechanic, seen in several RPG games), potions (which they're working on, but won't work in PvP, I hope they make the effect less effective in PvP, not just won't work), etc.
Hm... That's mostly all of the problems Blox Fruits having... Oh. Exploring.
Exploring is a thing that most games of RPG type have done perfectly. Why not, Blox Fruits? We've talked about exploring, but let's talk about it more specifically.
Adds Mini Dungeons. You see, every RPG game has dungeons (not all of them :P), which are from good to very rewarding. Imagine you found a hidden dungeon spawn randomly on a random island in the game, then you start to explore it or call your friends to explore it together, finding so many items, weapons, lores, and the feeling of exploring flows into your heart.
Adds more hidden secrets. For now, all of the secrets of Blox Fruits are revealed, leaving nothing to explore anymore. What if they add some hidden caves having some dangerous enemies but valuable lore/information leads to powerful weapons, hidden bushes having some valuable fruits, hidden villages where the villagers live and sells some valuable items/weapons?
Adds more exploring items. Items can only be obtained are very good, since it gives player motivation to explore around the map. The items can be common or very rare, makes it random so players need to explore more and more!
Reworks islands. No one would find a bad-quality island interesting to explore, even they have important weapons and/or parts, lores leads to the weapons. Reworking island, making them more lively by adding more NPCs, dialogues, animals like a whole city or a leafy forest to explore. They should have events too, each island has its own event. Like Pirate Raid on Castle On The Sea. I know they're working on this, and I'm hoping for it too!

Why does it have to be this strong?
1,600,000 x 8 = 12,800,000 + 2,900,000 = 15,700,000 HP which is IMPOSSIBLE to be defeated. Even a full party of 12 Transformed West Dragon can't do it.
Why does it have to be similar to Leviathan?
We don't want/need anything similar to something has already been added in the game. We need new interesting mechanics.
Why does it have to be this useless?
Yes, I know it's rude, but for now, Kraken is useless. Kraken Scales don't have any fuction, like crafting them into something new (weapons, items, etc.). Besides, Blox Fruits community now is just interested in something new, cool, unique, or famous.
