Since when do rare scrolls give uniques

Ive used literally dozens of rare scrolls and none of those have given any uniques whatsoever

On release i know common and rare scrolls gave uniques frequently

But i haven't gotten one since that first week after upd 20

According to the wiki commons scrolls no longer gives uniques, and rare have an “unknown” chance of giving one.

But I am 100% sure rare scrolls can still give uniques, I’ve gotten one on my Twin hooks a week before update 26 came out.
